Nov 20 08:04  GMAC (owned by GM and Cerberus) applies to become a bank holding company, and to participate in TARP. It also launches an exchange offer for $38B of its debt. Converting to a bank and swapping debt may help GMAC quell doubts about its survival.
Nov 20 07:51  Saudi Arabian investor Prince Alwaleed takes his Citigroup (C) stake back up to 5% from under 4%, and says he supports management. Citi's Tier-1 capital ratio is now above 10% after raising $50B in private capital on top of the government's $25B, the prince says in an emailed statement.
